Romania's 2007-2009 European fund absorption rate exceeds 10%

Romania has absorbed more than 10% of the European grants allocated to it in 2007-2009 that was used for projects worth 8.4 billion euros, the Department for European affairs of the Romanian Government reports, citing from a recent report of the European Commission. In its communication called 'Cohesion policy: Strategic report 2010 on the implementation of the programmes 2007-2013,' the European Commission says Romania has identified reduced administrative efficiency of both management authorities and beneficiaries and ongoing internal reorganisation of the public administration as the main reasons for the delays in accessing the European funds. According to the report, the member states of the European Union say their original commitments to invest in structural change are being realised. Projects are already selected amounting to more than 93 billion euros or 27% of the total financial volume for the period, after approximately 18 months of active implementation.

Romania has joined the European Union. Since January 2007 the Romanian state improved the mobility of Romanian workers throughout Europe. Per year more then 4 million workers are performing works in foreign countries. The quality of being a member state within EU entitles the citizens of these states to benefit from the four fundamental liberties, for instance, free movement of citizens (persons) which implies also free movement of workers. However the workers still need a E101 form issued by Romanian government if the workers want to work in a European country and get paid by a Romanian company. This creates an advantage and you are able to make savings on your budget. In a period of crisis these considerable savings are more then welcome.

How can a production company benefit form these measures ?

Instead of hiring the workers directly on your company you contract a Romanian company to do the Works. The Romanian company is entitled to send the workers to perform under the condition that the Romanian company can obtain a form E101 for the workers that they send.
Another way is to work from Romania with your own Romanian company. So you will have to create your company in Romania.
These are popular measures in the construction sector, metal construction, transport, logistics and similar sectors.

How can a service company benefit from these measures ?

A service company can hire Romanian companies to do the job. This is done for marketing, ict, web design, webhosting, engineering, architecture, service centres (100-400 people), call centres (50-250 people), help centres, back offices, etc...
This can also be your own company. If you have a larger project then you should take controll and do the operations with your own company.

Structural funds romania

Following the Commission’s affirmative response to the Romania’s and Bulgaria’s accession to the EU in September, without any further delays, on January 1st 2007 was completed the broadest enlargement in the history of the European Union, which now counts 27 Member States.
The managers and foreign citizens can safely invest thanks to the benefits offered by the new “stars of Europe”:

general diminishment of the bureaucracy impediments, in the spirit of the 4 free circulations in the EU (free circulation of persons, of merchandise, of capital and of the supply of services)”;
adoption of the community standards;
adhesion to the principle of customs union, with a substantial drop in the customs duties;
the economic conditions make these countries interesting potential markets for our products;
approximately EUR 30 billions from the structural funds for Romania.
The structural funds are the main instruments of the economic and social cohesion policy that the European Union issued for filling up the differences in the economic development between the European regions.

The new cohesion policy, enforced starting with 2007, contains various changes with respect to the 2000-2006 period. The cohesion policy is characterised by a decentralised management: in fact, irrespectively whether the structural funds are European funds, their distribution is established depending on the various regions.

There are three new financial instruments:

The European Social Fund (ESF) is implemented in compliance with the European employment strategy and it focuses on four goals: to increase the adaptability of workers and companies, to improve the access to employment and to the participation on the labour market, to reinforce social inclusion by fighting discrimination and facilitating the disabled persons’ access to the labour market, as well as to promote partnerships for the reform in the field of employment and inclusion.
The European Regional Development Fund (ERDF) promotes public and private investments with a view to reducing regional disparity inside the Union; supports programmes of regional development, economic change, strengthening competitiveness and territorial cooperation throughout the European Union territory. The financing priorities include the following fields: research, environment protection, prevention of risks and investments in the infrastructure, especially in the regions of delayed development.
The Cohesion Fund intervenes in the sectors of environment and transeuropean transport networks; it is activated for the Member States that have a GDP below 90% of the community average. However, the Regional Development Fund does not include Feoga, the instrument dedicated to the rural and agricultural activity. According to the financial perspectives, agriculture has a distinctive place, apart from the cohesion.
T he E qual, Interreg, Urban and Leader community initiatives have ended and have been absorbed in the normal course of the Funds’ activity.

Three objectives are set, at European level, for the 2007-2013 programming period:

1. Convergence;
2. Regional competitiveness and employment;
3. Territorial cooperation.

The entire Romanian territory is eligible for the Convergence objective and benefits from financing from the European Social Fund (ESF), from the European Regional Development Fund (ERDF) and from the Cohesion Fund (CF) and for the Territorial cooperation objective, for which it received financing from the ERDF.

Following the Romania’s accession to the EU, it shall receive, in the period 2007 – 2013, community funds amounting to approximately EUR 29.5 billions, of which EUR 17.317 billions are structural and cohesion funds and EUR 12.183 billions are agricultural and rural development funds. Romania’s contribution to the European Union budget, within the said period, shall be of approximately EUR 8.1 billions.

On the margin of the crisis in Romania – pe marginea crizei

“In this article Freddy M.E. Jacobs, the president of the Belgian Romanian real estate chamber gives his ideas on the current crisis and situation in Romania.”

While doing the maintenance of the website of the business club that I have created in Bucharest I found that it is time to give some reflections on the current crisis.
The global car industry is in crisis and undergoing huge changes.
The bankers are undergoing a crisis and huge changes.
The industrial community hits the break and everybody is waiting for the end of the crisis.

The stunning plunge of financial markets has prompted wealthy clients to sell equity holdings and go for higher-fee products for the comfort and safety of cash. Assets held by the world's richest people rose by 9.4 percent to $40.7 trillion in 2007, according to the Merrill Lynch (nyse: MER - news - people ) and Capgemini Annual World Wealth Report released in June. But trillions in wealth has been wiped out globally since the credit crisis began over a year ago, and it's not clear when the crisis will end.

“How to use the crisis at your advantage....”, .should be the topic for most investors instead of temporarily stopping their expansion and complaining about the current situation, etc.....

First of all I would like to do some statements in the margin of the crisis.

No crisis has been lasting forever...

In times of crisis investment can be very profitable – barging period....so bargain-hunting should gain importance...basically bargain hunting should be the focus of all efforts...

The real estate prices are dropping and negotiation is easier because the owners are not selling at this moment...

Strategical positions remain strategical positions even in times of crisis and if the owner by accident needs money fast then...

Land and bricks do not vaporize...

One project takes 2 years from start to finish so if you want to build a plant in
Romania, invest in apartments, commercial real estate, residential real estate, etc...do not wait until the crisis is gone. Buy the land now...

So what do we do ?

Let me give you an example.

We have some land near the Nokia plant. The prices were 20-25 Euro/sqm last year at 10 km from the plant with all utilities present. The nearest industrial parc is in Dej were they asked 38 Euro/sqm.

Today the market price for bigger plots is between 30-38 Euro/sqm.
We decide to sell on the Benelux market for 28 Euro/sqm and we aim at fast decision makers.

We want to offer some incentive to the Belgian and Dutch investors and with the Belgian owner we decided to go for a fast sales trajectory at a very good price – 28 Euro/sqm.

The buyer takes the land at 28 Euro/sqm over a surface of 37000 sqm (1.036.000 Euro).

After one year the crisis is gone and the land is to be sold at the prices that were there at the start of the crisis. At the same time the Nokia plant has gained importance in the region and more suppliers are looking to buy land in this region.
Let’s calculate at 35 Euro/sqm. We have made 7 Euro in one year. Suppose that we sell after 1.5 year. We make 1.295.000 Euro. The difference is 259.000 Euro.
After three years the land will go up to 40-45 Euro/sqm.

If you buy now you get a lower price for the construction materials because the market will go down in 2009 (at least in Q1/09 and Q2/09). Most probably you will get the land position at a cheaper price.

So what are we waiting for now....
